Yes, buying property can be a route to temporary residency in Montenegro, but the rules are stricter than they used to be.  

Key points:

  • The property must be a legally registered residential dwelling (not just land or a purely commercial unit)
  • The applicant must normally own at least 50% of the property, or be the married spouse or dependent child of the owner
  • As of recent amendments, a minimum property value threshold (currently €200,000 for new applications) applies for residency by property  

This route provides:

  • A temporary residence permit, typically valid for up to one year at a time
  • The possibility, after five consecutive years of successful renewals, to apply for Permanent Residence, and later for citizenship (subject to conditions and dual citizenship rules)  

However: - Property-based residency does not automatically give you the right to work. You may generally earn rental income from your own property (taxable locally), but employment or running a local business requires a work and residence permit - It does not automatically make you a tax resident on worldwide income; that depends on days spent and where your centre of vital interests is located
