How do I obtain a JMBG as a foreign property buyer if I'm not applying for residency?

Foreign property buyers who are not applying for residency still need to obtain a JMBG (Jedinstveni Matični Broj Građana - Unique Master Citizen Number) to complete their property purchase and enable ongoing property ownership obligations such as annual tax payments and utility registrations.  The JMBG serves as your tax identification number and links you to the property in Montenegro's administrative systems.
