Every property and owner has specific numbers that appear on contracts: your JMBG (personal ID), the seller's JMBG or company registration, and the property's cadastral parcel number (katastarska parcela/čestica). These link everything in the official registries and are essential for registration and tax purposes.
A Montenegrin property contract will usually include several identification numbers:
For individuals: Montenegrin citizens and residents: JMBG (Jedinstveni Matični Broj Građana - Unique Master Citizen Number), a 13-digit personal ID number, plus ID card or passport details and address
Foreigners without residency: Even without a residence permit, foreign property buyers must obtain a JMBG for property ownership purposes, particularly to enable annual property tax payments and official property-related business. The JMBG is issued when purchasing property and serves as the tax identification number that links the owner to the property in the Montenegrin system. Passport numbers alone do not work in the Montenegrin administrative system (for example, at post offices, tax offices, or utilities), which is why the JMBG is essential. Along with the JMBG, passport number, issuing country, and residence address abroad are also recorded.
